Public Order Problem in Bartın District During the National Struggle

After the signing of the Armistice of Mudros on October 30, 1918, the Entente States began occupations in many parts of Turkish lands. During this period, although Bartın was not occupied, it was under constant surveillance by the French who occupied Zonguldak and by the navy of the Allied Powers from the sea. During this period, Bartın faced many problems in terms of public order. The safety of life, property and honor of the people was threatened by gangs and bandit groups, especially soldiers and prison fugitives.While trying to protect their lives and property, the people of Bartın tried to organize and support the National Struggle despite the Istanbul Government. After the opening of the Turkish Grand National Assembly and the appointment of Captain Cevat Rifat Bey as the Commander of Bartın Neighbourhood, political and military unity was ensured in a short time and public order was largely ensured. In this study, especially ATASE and Ottoman Archive documents, Bartın newspaper and other copyrighted works related to the subject were used. With this study, it is aimed to make a small contribution to the security problems that emerged in the National Struggle Period in Anatolia by looking at the center of Bartın and making a micro-analysis.
